比利时的法语区瓦隆(Wallonia)政府宣布，因自我消费正变得越来越盈利，政府有意向结束Qualiwatt激励方案。而该地区的监管机构CWaPE则警告，突然取消激励机制，可能会导致设备质量及安装人员技能方面的保障缺失，给未来潜在太阳能发电商带来负面的心理影响。设施的可追溯性系统也可能会受到负面影响。
Qualiwatt方案允许住宅光伏系统所有者按家庭收入获得相应的电费减免。2018年上半年的减免额，预计在每千瓦96.9-147.8欧元间。
CWaPE会定期检查激励机制的水平，并根据当地光伏市场的发展状况及太阳能电池板的价格，进行电价调整。当前的水平设定为确保在八年内收回投资，一个3千瓦的系统可达到5%的利润率（低收入屋主则为6.5%）。
截至2017年6月，Qualiwatt方案下的光伏容量约有90兆瓦，共有平均功率为5.7千瓦的15,930套装置并入该地区的电网。至2016年底，瓦隆地区的累计太阳能安装量为916兆瓦，大部分为不超过10千瓦的住宅光伏。
