欧盟委员会已正式通过新的《欧洲清洁工业解决方案法案》（CISAF）国家援助框架。该框架计划投入1000亿欧元的资金，支持欧盟范围内的清洁技术制造产业发展。
欧盟委员会表示，CISAF将一直持续实施到2030年底。其目标是在维持能源密集型产业低电价的基础上，加速推进新型可再生能源产能和低碳燃料的部署工作。
该计划将全面支持《净零工业法案》（NZIA）中所列出的清洁能源技术相关的制造项目，并在必要时对净零技术的个体生产项目给与支持，以防止相关投资流向欧盟以外的地区。
欧盟委员会将每个项目的财政支持上限设定为2亿欧元，并表示各国政府可以采用资金缺口评估或竞争性招标的方式来确保公平竞争。
该框架还允许欧盟成员国简化清洁能源技术的审批程序，并采用容量机制和灵活性措施来有效提高电网稳定性，同时还涵盖了降低能源密集型用户用电成本的相关条款。
欧盟委员会负责清洁、公平和竞争性过渡的执行副主席Teresa Ribera说道：“如果欧洲希望在清洁技术领域取得领先地位，我们必须勇敢且明确地采取行动。新的框架不仅简化并加快了对脱碳的支持，而且走得更远：它充分认识到国家作为我们未来战略投资者的重要角色。” NZIA预计将帮助欧洲生产并满足至少40%的年度战略技术部署需求，涵盖光伏组件、电池和热泵等领域。该法案还要求加快所有可再生能源和储能技术的审批，根据不同项目的范围和产出设定最长授权期限。此外，这项立法还设立了净零加速谷（Net-Zero Acceleration Valleys）机制，成员国将负责处理部分环境评估的证据收集工作，从而有效缩短审批流程。
