总部位于巴黎的可再生能源公司Qair已获得570万美元的高级债务融资，用于在塞舌尔开发一个5.8兆瓦的漂浮光伏项目，此前该计划因新冠疫情而推迟。
这座名为Seysun Lagoon的漂浮光伏电站将建于马埃岛的普罗维登斯泻湖。该项目自2020年起便已规划，并已与塞舌尔主要公用事业公司Public Utilities Corporation签署了一份为期25年的购电协议。
Qair通过一项政府招标获得了该项目，并将与当地可再生能源合作伙伴Vetiver Tech共同开发。当地媒体报道称，该项目因疫情和供应链中断而延误，但随着最终协议的敲定，预计将在未来18至24个月内完成建设并投入运营。
这笔570万美元的高级债务融资将支持该漂浮光伏电站的建设、运营和维护。资金来自由总部位于伦敦的投资银行和资产管理公司Cygnum Capital管理的“能源包容性基金”（FEI）。
Cygnum Capital董事总经理兼基金负责人Carmen de Castro表示，Seysun Lagoon项目是塞舌尔首个由独立发电商主导的公用事业规模光伏项目，也是迄今非洲最大规模的漂浮光伏项目之一。
Qair印度洋区域总监Olivier Gaering补充说：“我们衷心感谢FEI的信任与支持，这将帮助我们为马埃岛提供清洁、可靠的电力，同时助力塞舌尔实现其雄心勃勃的可持续发展目标。”
塞舌尔的目标是到2030年实现15%的能源来自可再生能源。根据国际可再生能源署（IRENA）的数据，截至2024年底，该国光伏装机容量为18兆瓦，这一数据在此前三年间未发生变化。
