哥伦比亚国家规划署（DNP）确认，政策文件CONPES 4158批准2026至2030年期间拨款835亿比索，用于支持约130万低收入家庭的电力补贴计划。 该计划隶属于由矿业与能源部主导、DNP及财政与公共信贷部提供技术支持的“哥伦比亚太阳能计划”，旨在以屋顶光伏自发电方式取代传统电力补贴。
项目资金将来自公共、私营及国际合作渠道，由电网运营商、地方政府及公用事业机构负责实施。预计该项目将通过光伏自发电降低受益家庭电费支出，同时减轻“团结补贴与收入再分配基金”（FSSRI）的财政压力，该基金在2024年出现超400亿比索的赤字。
该计划还预计将创造逾2.5万个直接和间接就业岗位，推动绿色经济发展，并在重点区域（包括2016年哥伦比亚政府与FARC-EP签署和平协议后设立的“区域发展项目”地区）开展可再生能源技术培训。
此外，该项目还与近期监管改革保持一致，其中包括针对10兆瓦至100兆瓦太阳能项目的加速环境许可流程，预计审批时间将缩短70%，并根据光伏项目特点优化评估标准。
哥伦比亚2024年新增光伏装机1.6吉瓦，总装机容量达到1.87吉瓦。
