新西兰宣布，屋顶光伏安装将不再需要申请建筑许可，以简化流程并加快光伏部署，同时继续确保符合《建筑规范》。
新西兰建筑与建设部长克里斯·彭克（Chris Penk）表示，此前各地议会对光伏安装审批标准不一致，给居民和安装商带来不确定性，他所推动的改革是“常识性的调整”。
“通过取消繁琐审批程序，可为每项许可节省约1,060新西兰元（约合688美元），并避免不必要的延误。”彭克说，“但光伏安装仍需妥善设计施工，并符合建筑规范要求。”
对于单栋屋顶光伏总面积超过40平方米，或位于极高风速地区的建筑，豁免政策要求注册专业工程师提供或审核固定结构设计。
彭克表示，大多数住宅光伏系统面积在25至30平方米之间，因此多数家庭无需涉及工程师审查即可安装。
此外，他还计划扩展2025年初推出的“快速审批”措施，该措施将新建住宅中设计包含光伏系统的建筑许可审批时间从20个工作日缩短至10个工作日。未来，这一快速审批流程将进一步覆盖“可持续建筑”，即需在能效、用水效率、低隐含碳或气候韧性等方面达到认证标准的建筑。
“我将于明年初向议会提交法案，通过二级立法由商务与创新部制定具体性能标准，确保开发商与建设者具备明确指导。”彭克说。
在全面推广可持续建筑的快速审批机制之前，政府将先对光伏屋顶快速审批模式的实施效果进行监测和评估。
