美国贸易代表办公室（USTR）宣布，延长部分进口设备（包括太阳能制造设备）对 301条款关税 的豁免。原定 2025年11月29日 到期的 178项豁免 将延长至 2026年11月10日。
USTR表示，此次延长期限是基于 2025年11月1日美中达成的“贸易与经济协议” 而作出的决定。豁免延长的主要原因是相关设备在中国以外的供应仍然有限。USTR称，2024年启动的公众讨论中，147项豁免 获得了延长支持意见，理由是“这些产品在中国以外仍难以获得，需要更多时间调整供应链”；另有 10项 收到反对意见。
豁免清单涵盖多种太阳能组件制造设备，包括：
- 单晶硅生长炉
- 单晶硅棒切割带锯机
- 金刚石线切割机
- 冷却液回收设备
- 光伏硅片纹理、蚀刻、抛光及清洗设备
- 等离子增强或低压化学气相沉积设备（用于沉积非晶或纳晶层）
- 物理气相沉积设备
- 光伏电极丝网印刷线及烧结炉
- 多晶硅输送及硅片搬运设备（厚度≤200微米）
301条款关税 由拜登政府实施。2024年5月，美国将中国进口电池片的关税从 25%上调至50%；同年12月，又将多晶硅关税翻倍至 50%，并将硅片纳入征税范围。
其他受301条款影响的产品还包括：
- 中国电动车（EV）关税100%
- 电动车电池关税25%
- 非电动车电池自2026年起关税25%
- 钢铁及铝制品关税25%。
