越南工贸部（Ministry of Industry and Trade）正在考虑允许屋顶光伏系统业主将最多50%的剩余电量出售给国家电网，较当前20%的上限显著提高。
该提议属于对越南《电力法》之下第57号和第58号法令的修订草案内容，近期已提交给司法部审查。
现行的20%上限最早是在2024年9月越南净计量机制修订时公布的。草案称，提高该上限将有助于推动屋顶光伏在2030年前的发展，并与国家发展规划保持一致。
草案为剩余电量设定了收购价格：以市场运营方确定的上一年度平均电价为基准，但同时规定该价格不得高于地面电站光伏的上限电价。
草案还提出，公共建筑屋顶光伏的余电也可出售给电网，相关建筑包括政府办公楼、医院和学校等；同时建议在尚未接入越南国家电网的地区，尤其是山区、边境地区和岛屿地区，余电出售比例上限可全部取消。
在10月，越南工贸部曾建议推出一揽子金融机制，以支持居民侧“自发自用”的太阳能与储能应用，包括投资资金和优惠贷款等。
越南《电力发展战略》设定目标：到本十年末，实现一半的办公楼和住宅使用自发自用的屋顶太阳能发电。
