当新的建筑法规于2027年3月4日生效时，威尔士将成为英国第一个要求新建建筑安装太阳能系统的地区，此举也早于预计将在英格兰实施的类似规定。
更新后的威尔士建筑法规并未明确规定必须安装光伏系统，但要求在建筑现场安装“可再生电力发电系统”。英国太阳能行业协会Solar Energy UK预计，屋顶光伏将成为“几乎所有情况下”最实用且成本最低的合规方式。新规适用于法规生效时尚未开工的新建建筑。
Solar Energy UK首席执行官Chris Hewett表示：“这对威尔士来说是一个极好的消息，我为威尔士政府做出的这一明智决定表示赞赏。”该行业协会一直游说政府，使太阳能在新建住宅和建筑中“几乎成为强制要求”。
威尔士的新建筑法规还设立了一项豁免条款，以避免仅为满足合规要求而安装经济性差或不切实际的系统。根据规定，如果某一拟建建筑无法安装年发电量至少720千瓦时的系统，则不适用该要求。
威尔士的太阳能要求与英格兰未来住宅标准（Future Homes Standard）和未来建筑标准（Future Buildings Standard）预计提出的规定类似。英国政府预计将在2026年最终确定相关法规，并已承诺通过这些法规在英格兰的新建住宅和建筑中强制安装太阳能板。
相比之下，苏格兰政府在太阳能强制政策方面进展较慢，爱丁堡的立法者选择在建筑法规中不纳入类似要求。北爱尔兰近年来加强了能源效率要求，Solar Energy UK表示，太阳能安装“很可能”将成为强制措施。
