摩洛哥可持续能源署（Masen）和国家电力与饮用水办公室（ONEE）已签署购电协议（PPA），并启动Noor Atlas太阳能计划的建设。
该项目包括分布在全国各地的六座太阳能电站，分别位于Ain Béni Mathar（杰拉达省）、Boudnib（埃拉希迪亚省）、Bouanane（菲吉格省）、Enjil（布勒曼省）、Tata和Tan-Tan，总装机容量为305兆瓦。
Masen将在工程、采购和建设（EPC）框架下负责运营和维护，项目计划于2027年7月开始并网发电。
项目融资包括来自德国复兴信贷银行（KfW）和欧洲投资银行的优惠贷款，以及非洲银行（Bank of Africa）提供的商业融资。项目建设将由多个摩洛哥和欧洲企业组成的联合体承担，以促进技术转移并推动摩洛哥本土工业的发展。电站在建设和运营阶段也预计将创造区域就业机会。
Noor Atlas计划是摩洛哥提高电力结构中可再生能源比例并推进能源转型战略的一部分。
根据国家电力监管局（ANRE）的数据，摩洛哥在2025年新增204兆瓦公用事业级太阳能装机，使累计公用事业级光伏容量达到1285兆瓦。ONEE估计，目前还有534兆瓦的光热发电装机正在运行。
截至2025年年中，可再生能源占摩洛哥电力装机容量的45.5%。其中水电占可再生能源的44.6%，风电占23.8%，太阳能占16.9%，抽水蓄能占14.8%。摩洛哥的目标是到2030年将可再生能源占比提高至52%。
