荷兰经济事务与气候部已将一座计划在荷兰建设、由可再生能源供电的多晶硅设施认定为《净零工业法案》（NZIA）下的战略项目。
该项目由荷兰初创公司Resilicon开发，计划生产面向太阳能供应链的高纯多晶硅。
去年10月，Resilicon表示，该工厂的基础工程设计阶段已启动。工厂将建于荷兰东北部Groningen Sea Ports区域内，当时项目已确定技术提供方以及工程、采购和施工（EPC）承包商。
当时，该公司表示，该项目已获得超过1400万欧元（约合1630万美元）资金支持，其中包括来自荷兰经济事务部的出资。如今，荷兰经济事务与气候部表示，该项目有助于实现《净零工业法案》扩大欧洲净零技术、强化供应链和创造高质量就业的目标。
Resilicon首席执行官Remco Rijn表示，荷兰经济事务与气候部此次最新认定具有重大意义。他说：“这确认并强化了我们在欧洲建设可持续且可靠的多晶硅生产能力、支持更具韧性的欧洲供应链，并创造有吸引力就业和发展机会的雄心。”
Resilicon表示，该项目的一个关键驱动因素，是应对当前全球超过85%的多晶硅产能集中在中国所带来的挑战。该公司还称，其规划中的工厂旨在“成为全球能效最高的多晶硅工厂之一，并帮助构建更强大、更具韧性的欧洲价值链”。公司同时表示，该工厂将尽可能多地使用绿色原材料，例如冶金级硅和氢气，并配合蒸汽、水和氮气等辅助材料进行生产。
Resilicon估计，作为太阳能电池基础组成部分的多晶硅，欧洲需求到本十年末预计将升至8万吨至12万吨。去年10月，该公司表示，这座工厂预计需要约9亿欧元投资，并称已有多个主体正在探索投资机会。
