上周，欧盟成员国就欧盟委员会(EC)所提出的对中国太阳能组件制定最低进口价格的新机制展开了讨论。
新方案提议欧盟不再使用彭博指数设定未来的最低价格，太阳能电池和组件的最低进口价格，将根据台湾PVInsight指数逐步降低，直至2018年9月。该提案只获得了一个会员国支持，另有13个国家反对，14个国家弃权。
pv magazine自EC所获得的一份文件中显示，MIP的下一次调整定于10月1日。多晶硅太阳能电池组件的MIP为€0.39/W，单晶为€0.44/W，各下降2欧分。之后如果新规生效，将进一步降低至组件€0.37和 €0.42/W，电池€0.19和€0.23/W。明年7月1日，电池将分别为€0.18 、€0.21/W，组件均为€0.30/W。
反对反倾销措施的Solarpower Europe和要求对本土太阳能产业进行有效保护的EU Prosun均对新方案表示不满。Solar Power Europe表示，按方案降低后的MIP，仍给太阳能电池板设定了一个比现今市场高出30%的价格，这将对太阳能的部署造成严重损害。EU Prosun则认为新的反倾销价格低于国际制造成本，事实上本身就是倾销的价格，呼吁欧盟在做出最后决定之前改变其对欧洲太阳能产业的保护方案。
欧盟委员会预计将于九月公布其中期审查的最终结果。
