印度公司最大的EVA薄膜生产商RenewSys India Pvt Ltd联合其他几家本土公司向反倾销和联合关税总局(DGAD)递交了一份请愿书，要求对来自中国、马来西亚、沙特、韩国和泰国的太阳能组件EVA板征收反倾销关税。
DGAD认为有足够的证据表明，来自上述这些国家货物的正常价值，高于出厂出口价格，显而易见，这些薄膜被倾销入印度市场。同时有充足的证据显示国内产业因此遭受了“伤害”。
EVA是用于封装太阳能光伏电池的高聚物组件，是玻璃、电池和背板/后玻璃集成中必不可少的成分之一，为组件提供机械性支持。
印度的太阳能贸易冲突没有放缓的迹象。最近，印度太阳能制造商协会(ISMA)宣布将对进口太阳能组件进行新一轮反倾销调查；同时，安全保障义务调查仍在进行中。最新还成立了一家合规机构验证印度遵守WTO规则的执行情况。印度Gujarat Borosil Ltd.还提出了对马来西亚太阳能玻璃的反倾销调查。
