俄罗斯交易系统管理局（JSC ATS）已预先选择了37个总容量为554.3兆瓦的太阳能项目，将在今年的风能及太阳能拍卖中进行竞拍。
根据ATS的文件，有四个规模在5兆瓦到35兆瓦间的项目计划在2019投入运行，其预期安装成本为每千瓦122,857卢布(约合1980美元)。另有22个容量在5-50兆瓦间的项目将在2021上线，安装成本为每千瓦117,933卢布，剩下的11个项目容量在5-40兆瓦，将从2022年开始供电，预计成本为115,633卢布。
但JSC ATS表示，只有35兆瓦的容量可能明年投入运行，2021、2022年投入运营的容量将分别为77.6兆瓦和37.6兆瓦。在今年的拍卖中，风能将占有最大份额，总装机容量约为1吉瓦。
在2017年的可再生能源拍卖中，ATS分配了约520兆瓦的光伏容量。
总体而言，俄罗斯政府共分配了2.2吉瓦的可再生能源，其中有1.65 GW给风能项目。在拍卖预选阶段，收到了约625兆瓦的光伏项目投标。
根据最新的官方统计数据，截至2016年底，俄罗斯的光伏发电容量约为540兆瓦，其中400兆瓦在克里米亚。政府计划通过可再生能源（RE）拍卖机制，在2024年底前部署约1.52 吉瓦的光伏。
