印度新能源和可再生能源部（MNRE）邀请印度众多创新者、制造商及服务提供商提交意向书，参与政府推广创新太阳能泵技术的计划。
申请者必须提交一份关于改进技术及预期成果的详细技术提案，明确说明创新要素，其中还应包括在印度和/或其他地方进行的任何现场试验和安装系统的具体细节。创新者还需提交开发阶段的成本效益分析和证据材料。
创新者需要在实地条件下展示其技术。MNRE将筛选出具有各种不同提升参数的有前景的技术，并允许入围创新者根据农村太阳能计划Pradhan Mantri Kisan Urja Suraksha evem Utthan Mahabhiyan（PM KUSUM）安装太阳能泵。
入围资格
只有能参与测试及现场试验的产品才有参与资格。创新者必须能够提供改进后太阳能泵送系统的测试报告。
已提交专利/知识产权申请（可能正待授予专利）的新技术也有资格参加，但前提是专利申请机构必须是唯一的申请人，或是企业合作联盟或合资企业的主要合作者。
评选标准
申请将由该领域内技术和财务专家所组成MNRE委员会加以评估。创新者必须在提交意向书的同时提交相应太阳能泵的测试报告。然而，委员会如果认为有必要，可能会建议在允许实地安装此类泵之前，在印度国家太阳能研究所或任何其他国家测试和校准实验室认证委员会（NABL）认可的实验室重新测试泵的性能。
该部将邀请成功入围的创新者根据PM-KUSUM计划及政府关于创新太阳能泵的指导意见，安装最多50台改进的独立太阳能泵。他们在最终入选后将被分配安装太阳能泵的具体地点。
