“沙漠发电”计划于2018年首次启动，目标是到2030年，在11个国家部署10 GW太阳能，通过并网和离网解决方案相结合，为约2.5亿人提供电力。该计划第一阶段的目标国家是布基纳法索、乍得、马里、毛里塔尼亚、尼日尔、尼日利亚和塞内加尔。
ECREEE正在寻找一名财务管理专家为“沙漠发电”计划的两个部分提供支持。第一个部分是西非区域能源项目的初始阶段，该项目将支持区域电力建设，开发一个区域微型电网项目，同时还将开展一个针对技术人员、工匠和利益相关者进行大规模培训的认证项目。
第二个组成部分是萨赫勒地区技术援助计划，旨在推动萨赫勒地区的太阳能发电项目，同时为并网和微型电网设施吸引私营领域的投资。
中标的财务管理专家将为该计划的两个部分服务，负责预算、会计、实施内部控制、财务报告和管理项目资金，更多职责将在招标文件中进行概述。
有意向的顾问被要求在6月19日之前通过电子邮件提交他们的意向书。
