印度太阳能公司（SECI）已启动招标，以期在印度建造2 GW太阳能发电项目与储能系统（ESS）。这些项目将按照建设-拥有-经营模式开发。它们可以落户印度的任何地方，且必须连接州际电力传输系统。
SECI将与中标方签订为期25年的购电协议（PPA）购买项目电力，并销售给印度的各大买家实体。
作为项目的一部分，每一兆瓦的太阳能项目至少必须安装0.5 MW/2 MW的ESS。非太阳能来源的ESS不符合太阳能标准。ESS可以由开发商拥有，也可与第三方单独捆绑来供电。在PPA期限内，开发商可以随时变更ESS技术。
开发商必须以10 MW的倍数单次投标最低50 MW、最高1000 MW的合同容量。
招标文件规定：“拥有已经投产或正在建设的光伏项目且未捆绑容量的投标方也可以参与。在这种情况下，他们可以根据实际和计划开始供电日期之间的持续时间相应延长PPA期限。”
