o 中型用户发电机（UGme）：使用3 kW至300 kW的中低压发电设备的用户
o 大型用户发电机（UGma）：设备连接到300 kW至12 MW的低压或中压配电网的用户
“通过这一决定，国家政府以期通过促进纳入更多可以连接到配电网络的小型可再生能源项目，来减轻向电力输送系统减少投资20年所产生的影响。”
