荷兰气候政策与绿色增长部近日表示，将从2027年起以双向差价合约（CfD）机制取代现行适用于大型可再生能源项目的SDE++补贴计划，以使国家政策与欧盟电力市场改革保持一致。
现行的SDE++计划为大型光伏、风电和水电项目提供多年度运营补贴。但根据荷兰方面介绍，欧盟委员会认为目前的补贴结构“过于宽松”，存在扰动电力市场的风险。
根据新框架，装机容量超过200千瓦的项目将通过双向CfD获取固定电价。当市场电价低于执行价格时，政府将向项目业主补足差额；当市场电价超过执行价格，项目方则需向政府返还超额收益。
该部表示，已获批的SDE++补贴将不会受到影响。有关CfD机制的公众咨询将持续至11月14日。
目前，罗马尼亚和英国等欧洲国家已在采用双向CfD推进大型可再生能源部署。
今年6月，荷兰经济事务部公布了2024年SDE++申请结果，批准了1.79GW光伏容量，其中包括1,237MW地面电站、448MW工商业屋顶项目及107MW漂浮式光伏。2026年一轮SDE++申请窗口将开放至11月6日，总预算约80亿欧元。
此外，气候与绿色增长部与住房和空间规划部于9月联合提议修改《环境法令》，以加速21千伏以上输配电项目的许可审批流程。
