西班牙生态转型部长 Sara Aagesen 宣布推出总额 20亿欧元（约合23亿美元） 的新援助计划，旨在强化西班牙工业价值链并加速能源转型。
该计划主要通过 复苏、转型与韧性基金（RTRF） 提供资金，并部分符合 欧盟清洁工业国家援助框架（CISAF）。其延续了国家战略项目 PERTE ERHA，该项目聚焦可再生能源、可再生氢及储能领域。
新方案将项目实施期限延长至 2028年，以提升欧盟资金吸收率。计划聚焦四大方向：工业价值链发展、可再生能源融合、电动交通、以及工业和住宅创新热能解决方案。Aagesen表示，该计划将在年内正式启动。
今年6月，能源部已拨款 3亿欧元 支持12个自治区的33个项目。新一轮资金将再增加 3亿至3.5亿欧元，用于光伏、风机、电解槽及热泵等可再生设备制造及清洁工业技术；另有 3亿至4.5亿欧元 用于可再生氢项目，包括资本与运营支出；同时 2亿欧元 将用于港口基础设施现代化，以支持海上风电发展。
在可再生能源整合与储能方面，计划将拨款 3亿至3.5亿欧元 支持风电改造与储能混合项目，另有 1亿欧元 投向抽水蓄能电站；创新储能项目（农业光伏、浮动光伏、城市综合应用）可获得 1.5亿至2亿欧元。地热、海洋及沼气项目的实施期限也将延长，以承接此前 1.2亿欧元 地热资金。
电动交通同样是重点方向。Moves Corredores 计划将获 1.5亿至2亿欧元 以扩充高速公路充电网络；Moves Flotas 将提供 5000万欧元 用于电动配送车队建设。
此外，计划还将投入 4000万至7500万欧元 支持燃气热电联产的电气化改造，并为区域供热与制冷系统提供相当额度的资金，以提升工业与住宅能源效率。
能源部表示，通过以上四大领域的投资，西班牙将进一步构建一个具备韧性、可持续、技术先进的能源体系，加强其在欧洲能源与工业战略中的核心地位。
