土耳其政府已在官方公报上发布水面浮动光伏电站监管框架,明确项目选址范围、设计标准与审批流程。
该举措继去年修订海岸法后出台。修法允许在海洋、水库、人工湖及天然湖泊 上建设可再生能源项目,并促成上月首个 35MW水电叠加浮动光伏项目 竞标。
新规现已生效,适用于水库与渠道 上的浮动光伏系统的设计、安装、运行与监管。
规定指出:
- 在水库中,浮动光伏覆盖面积不得超过常水位面积的10% 或 最低水位面积的30%;
- 禁止在受法律保护水域、生态保护区、防洪水库 及 面积低于0.5平方公里的水域建设;
- 单个浮体阵列面积不得超过 10公顷,距最低水位边界至少 25米,阵列间距不少于 30米;
- 系统必须具备抗风、抗浪、抗雪及应对水位变化能力,锚固与布线不得影响大坝运行。
对于运河项目,浮动光伏须安装在不接触水面的悬架结构上,单阵列长度不超 250米,阵列间距 25米,且不得妨碍水流或维护作业。
未来所有浮动光伏项目须在开工前经 国家水务署(DSI) 与 能源监管局 双重批准,并在最终验收前通过DSI复核。
已获批或签约的旧项目须在三个月内提交更新后的可行性报告。
截至今年上半年,土耳其新增光伏 3.1GW,累计装机超过 23GW;截至9月,光伏与风电总装机已超 37GW,占全国总装机容量近 31%。土耳其目标到 2035年实现120GW光伏与风电装机。
