法国生态转型部公布了其第四轮技术中立型可再生能源招标结果，共遴选出36个项目，合计装机容量507.7MW，略高于原定的500MW目标。
本轮中标容量全部来自光伏项目，这是该机制实施以来首次未有任何风电项目入选。其中，农光互补项目（agrivoltaics）占比明显提升，凸显出在竞争性招标环境下，开发商对该类资产的兴趣持续上升。
Photosol成为本轮最大赢家，斩获129.2MW装机容量，其中包括本轮单体规模最大的项目——位于卢瓦尔-谢尔省（Loir-et-Cher）的一座44MW光伏电站。
价格方面，下降趋势持续。加权平均中标电价为€0.07413（$0.087）/kWh，较上一轮下降€0.00647/kWh。此前，首轮和第二轮拍卖电价分别为€0.07689/kWh和€0.08519/kWh，显示出在2023年12月前价格上行后随即回落的趋势。
项目地域分布依然不均衡。法国中部省份获得的项目数量最多，其中谢尔省（Cher）中标项目数量居首；南部及中南部省份通常获得2至3个项目；而北部和东北部地区入选项目相对有限。
法国能源监管委员会（CRE）再次重申其建议，即在即将推出的PPE2技术中立招标中试点采用单一、不加权的参考市场电价。CRE认为，该方案有助于实现不同技术之间的公平竞争、控制财政风险、降低可再生能源“相互挤压”带来的市场风险，并鼓励发电项目与储能系统协同部署。
CRE还重申此前关于Case 2 bis类别下农业项目每轮250MW容量上限的调整建议，认为鉴于该类项目平均成本较低，应考虑提高或取消这一限制。下一轮招标目标规模仍为500MW，具体时间尚未公布。
