荷兰消费者与市场管理局（ACM）认定，家庭光伏系统所承担的电网费用并不偏高。
该监管机构已完成对能源供应商向光伏用户收取上网费用的第三次调查。此前的调查同样认定相关费用合理，理由是能源供应商在接收并消纳回馈至电网的太阳能电力时也会产生相应成本。
最新一次调查最早于今年3月对外宣布，起因是ACM注意到上网费用在一个月内上涨约10%。调查过程中，监管机构向16家能源供应商调取了相关信息，并对其中5家进行了现场检查。
ACM的调查结论认为，不同供应商在处理回馈电力方面产生的成本差异并不显著。然而，供应商将这些成本转嫁给用户的方式各不相同，导致消费者难以清楚了解费用构成，也增加了合同之间的比较难度。
ACM在其官网发布的最新通报中敦促能源供应商统一按每千瓦时（kWh）计收并网费用。该机构表示：“这将使消费者更容易比较不同能源合同。”
这一举措将与ACM的示范合同相衔接。示范合同是一项所有荷兰能源供应商必须提供的标准合同，其中将明确规定，自2026年1月1日起，能源供应商必须始终按照每千瓦时回馈电量来计算并网费用。
研究还发现，由于市场条件未发生变化，未来并网费用不太可能继续上涨。
ACM在最新更新中还提醒消费者，随着净计量机制将在2027年结束，并网费用的转嫁将降低光伏系统的经济回报，因此建议用户在发电时尽量自用电力。
