伊拉克海关总署已将太阳能系统的关税从33%降至5%，以鼓励太阳能应用增长。新关税适用于光伏组件、电缆、逆变器以及锂电池。
据伊拉克国家通讯社报道，降低光伏组件关税的决定已向所有海关中心发布并正式生效。
伊拉克海关总署署长Thamer Qassim向伊拉克国家通讯社表示：“我们已向实施自动化项目的国家团队发送文件，明确太阳能设备、用品及组件的海关编码和关税比例。”
这一举措紧随伊拉克中央银行今年2月初推出的融资计划。该计划为太阳能系统提供60亿伊拉克第纳尔（约460万美元）的贷款。
伊拉克中央银行项目负责人Rafal Hussein在2月3日表示：“用于购买太阳能板的融资将持续开放，直到资金耗尽，预计2026年贷款需求将进一步增加。”
尽管太阳辐射资源丰富，伊拉克太阳能产业规模仍然较小。根据国际可再生能源署（IRENA）2025年数据，截至2024年底该国累计太阳能装机仅42兆瓦。
Hussein表示：“清洁能源需求较低的原因在于公众意识和社会文化较弱，需要从多个方面加强宣传，提高公众对向替代能源转型重要性的认识。”
不过，行业正缓慢推进。2025年宣布的一些项目可能带来推动作用，例如2025年9月完成的伊拉克中部卡尔巴拉太阳能电站一期22兆瓦项目。作为伊拉克目前最大的太阳能电站，卡尔巴拉项目最终容量将达到300兆瓦。
TotalEnergies正在伊拉克南部建设一个1吉瓦太阳能项目，而UGT Renewables正开发一个3吉瓦太阳能电站，该项目是与联邦政府合作协议的一部分，同时包括500兆瓦时储能。
2025年5月，伊拉克在一座政府建筑上启用了2兆瓦太阳能阵列，以展示可再生能源的优势。该项目是公共部门扩大清洁能源使用计划的一部分。总理办公室当时表示，政府机构和设施约占伊拉克总发电量的近30%。
