菲律宾政府投资促进机构菲律宾经济区管理局（PEZA）已与Genuine Renewable Energy and Eco-Friendly Energy Network Corp.（GREEENC）签署注册协议，为该公司在马尼拉以南八打雁省一处工业园区制造、组装并出口光伏组件扫清了道路。
PEZA本周在其总部签署了该协议，签约双方为总干事Tereso O. Panga和GREEENC董事长Joseph P. Aguilar。GREEENC是一家新成立的太阳能制造企业，目前公开可查的运营记录相对有限。
GREEENC承诺初始投资3.7亿菲律宾比索（约合616万美元），并预计在享受激励政策期间实现1.32亿美元的出口销售额。该公司表示，其光伏组件将服务于住宅、商业、工业、农业、公用事业级和离网应用，供应方向将主要面向欧洲市场。
Panga在LinkedIn发文称，这项投资发生在能源安全担忧加剧、全球燃料成本上升之际，并指出，可再生能源制造业有助于增强长期韧性。他表示，类似GREEENC这样的项目能够带来就业和技术进步，同时减少对进口化石燃料的依赖。
此次注册与总统小费迪南德·马科斯（Ferdinand Marcos Jr.）推动的可再生能源议程相一致，该议程优先强调能源多元化和绿色产业扩张。PEZA一直在扩大其可再生能源制造项目计划，面向出口的太阳能项目是其生态经济区网络近期获批项目的一部分。
GREEENC计划在八打雁省的Light Industry and Science Park III生产光伏组件。该园区是一处占地124公顷的PEZA生态经济区，自2002年开始运营，为面向出口的制造企业提供税收优惠和免税进口政策。
GREEENC的注册，使菲律宾本就不大的太阳能制造版图进一步扩大。总部位于新加坡的Gstar已于2025年5月在苏比克湾启动一座1吉瓦光伏组件工厂和一座1.5吉瓦电池工厂，这是该国首个已确认的大规模太阳能制造设施。
