从23家投标单位当中，乌兹别克斯坦国有能源公司Uzbekenergo JSC选择阿联酋开发商Masdar作为该国第一个大规模光伏招标项目（已于二月份启动）的中标方。
根据为乌兹别克斯坦政府提供招标流程建议的国际金融公司（IFC）透露，Masdar就100兆瓦太阳能发电项目提交了0.027美元/千瓦时的标书。该项目位于乌兹别克斯坦西南部一个未指定的地点，由奥地利财政部、瑞士国家经济事务秘书处（SECO）和荷兰政府提供财政支持。国际金融公司去年三月表示，Uzbekenergo公司收到了来自欧洲、亚洲和中东的23家公司的投标。
IFC表示，Masdar的报价是新兴市场大型太阳能项目的最低价格之一，且不久还将启动发电量分别为400兆瓦和500兆瓦的另外两个项目的招标。IFC还表示，新的招标项目称得上是一宗具有里程碑意义的公私合作（PPP）交易。
乌兹别克斯坦副部长Vafaev说道：“该项目是乌兹别克斯坦政府致力于在2030年之前开发500吉瓦太阳能、以实现该国能源结构多样化所作努力的一部分。该国总发电量约为12.6吉瓦。目前，天然气几乎占到乌兹别克斯坦电力需求的76%，而燃油和燃煤分别占7%和6%。”
乌兹别克斯坦最近宣布将在纳曼干自由经济区建设一个40兆瓦的太阳能项目，且9月已出台一项支持屋顶光伏发电、太阳能热水器和节能燃气炉头的新规定。
