叙利亚电力输送部发布了两项招标，旨在建设产能合计为63兆瓦的太阳能发电厂。 这一招标公告的发布机构是巴基斯坦替代能源发展委员会。此前叙利亚外交和外籍人士部将该招标文件转发给了其所称的“各友好国家”。 此前截止日期为3月20日的第一轮招标针对的是叙利亚中部霍姆斯省Jandar天然气电厂附近的40兆瓦太阳能发电厂。
截止日期与之相同的第二轮招标则面向大马士革附近的一个23兆瓦太阳能项目。
太阳能帮助重建
多年的内战已使叙利亚的电网陷入瘫痪，总统巴沙尔•阿萨德（Bashar al-Assad）领导的政府似乎将大规模太阳能视为复兴基础设施的选择之一。随着该国多个发电站停运，输电线网遭受破坏，公用事业级光伏提供了可扩展且快速的替代解决方案。
美国的佩恩公共政策研究所（Payne Institute for Public Policy）认为，电力基础设施的损坏主要发生在战区的中低压电网中。被摧毁的两个传统能源发电厂是位于阿勒颇的一个1吉瓦蒸汽轮机发电厂和一处位于齐亚松的460兆瓦发电设施。
世界银行曾在2007年（战争爆发前四年）的一份报告中称，该国的发电产能约为7.5吉瓦。这家多边贷款机构当时表示，这些设施不足以满足6.56吉瓦的峰值电力需求。
根据国际可再生能源机构的数据，截至2018年底，这个饱受战火蹂躏的国家太阳能装机容量仅为1兆瓦。
