规模不超过5 MW的项目将有资格参加本轮采购。被选中的开发商将被授予为期15年的PPA，但条件是必须在2023年1月1日启动商业运营。 在该国于2019年10月结束的首轮可再生能源拍卖中，国家矿业和能源规划部（UPME）分配了2.2 GW的太阳能和风能发电产能，最终平均电价为COP95/kWh（合0.026美元），最高出价仅有COP110（合0.03美元）。
而在这次的拍卖里，中选项目必须在2023年1月1日前投入运营。合同与哥伦比亚比索挂钩，并根据哥伦比亚国家行政统计局认证的生产者价格指数进行更新。
根据国际可再生能源机构的最新数据，截至2020年底，哥伦比亚的光伏装机容量约为107 MW。
