意大利负责金融犯罪、逃税、海关执法和经济欺诈事务的执法机构——财政警察局（Guardia di Finanza，GDF）表示，已识别出7家位于特伦蒂诺、受一家未披露名称的德国运营商控制的光伏公司。这些公司涉嫌逃避逾6000万欧元（约合7010万美元）税款，并从国有能源机构Gestore dei Servizi Energetici（GSE）不当获取超过3300万欧元激励资金。
根据GDF说法，受调查企业拥有的光伏电站主要位于意大利中部和南部。此次调查最初由针对这些子公司的税务审计触发，审计 reportedly发现了多项违规行为。
调查人员怀疑，这些公司通过虚假迁移注册办公地址至特伦蒂诺，仅为享受更低的IRAP地区生产税税率，由此造成逾200万欧元逃税。
当局还发现，这些公司涉嫌违反转移定价规则，以人为抬高利率的方式，将与德国母公司提供贷款相关的成本不当列支并进行扣除，从而将近300万欧元利润转移至税负更有利的司法辖区。
GDF还审查了这些企业在2011年至2024年间向GSE提交的激励申请，总金额超过1.52亿欧元。调查发现，其中逾3300万欧元系通过人为拆分电站规模、将单个装置拆分成多个较小单元以获取更高激励电价而被不当领取。
这种拆分还涉嫌使相关项目得以适用简化许可程序（PAS），从而使这些电站的建设和投运均存在违规问题。
GSE在获悉调查结果后，已追回近50万欧元。
GDF一位发言人向《pv magazine》表示：“这些公司在马尔凯和西西里地区拥有并运营光伏电站。那家德国公司是一家在可再生能源领域运营的控股公司，但其本身并未受到调查，受到调查的仅是其意大利子公司。”
