根据近期发布的四项决议，巴西国家电能署（Aneel）已撤销总计3572兆瓦光伏项目授权。
这些撤销申请由项目开发商自行提出，其中最常见的理由是电站接入输电和配电系统所需的电网外送能力不足。发电限电问题也被列为原因之一。
在上周公布的撤销项目中，Auren放弃的项目规模最大。其他公司，包括Solatio和Enel Green Power，也分别申请撤销了超过500兆瓦项目。
从州别来看，被撤销容量主要集中在皮奥伊州和米纳斯吉拉斯州，分别为1747兆瓦和1265兆瓦。此外，巴伊亚州、托坎廷斯州和北里奥格兰德州也有项目被取消。
根据规定，符合撤销条件的项目不得已在监管市场中出售电力，这意味着这些授权原本适用于面向自由市场的项目。
尽管撤销情况不断出现——3月还有另一批总计2.8吉瓦项目被撤销——太阳能仍是巴西公用事业级扩张储备中规模最大的技术。Aneel的项目追踪系统Ralie目前列有79吉瓦处于不同开发阶段的项目，之后是14.7吉瓦风电项目。
分布式发电同样面临类似的并网约束。除通过拍卖推进输电扩容外，增加电池储能部署也被视为缓解瓶颈的潜在方案。
