该试验项目是在开普敦市市政当局、水研究委员会，以及南非的专业公司Floating Solar (Pty) Ltd的支持下开发的，目的是评估在开普敦境内推广浮式光伏技术的潜力。Floating Solar公司的Peter Varndell表示，“我们将进行为期12个月的实验，同时继续在南部非洲地区开展其他项目。”
这一年的时间框架旨在评估项目在整个季节性天气周期中的表现。UCT研究员Richard Larmour透露，“在此期间，我们将按合同规定的时间间隔报告数据。”
科学家们还将评估水体对降低光伏板温度的影响，以及光伏面板本身对减少水蒸发的影响。 这个浮式光伏系统是用法国专业公司Ciel&Terre开发的Hydrelio浮式平台建造的。Larmour补充说：“Kraaifontein浮式太阳能电站仅在试验规模下发电，本身旨在用于研究目的。一旦准确确定了这项技术的性能，这座城市就能在更大的水体上，将之纳入大规模的战略规划。”
