印度MSEDCL已启动招标程序,以选择合格开发商在MSEDCL指定的、与州内输电系统相连的地点安装2GW/4GWh电池储能系统。
这些系统必须支持两个小时的放电持续时间,并且每天能够进行两次充-放电循环。最小投标规模为100MW/200MWh。
中标开发商将负责建设、拥有并运营电池储能系统相关设施,这些设施必须能够根据MSEDCL的需求进行充电和放电。MSEDCL的目标是利用这些储能系统在用电高峰和非高峰时段为州内的配电公司提供电力支持。所需土地将基于使用权进行供应,每个地块的年租金为1印度卢比。
MSEDCL将与中标开发商签订电池储能采购协议(BESPA)。
根据招标书,签订有州内项目有效购电协议(PPA)的独立电池储能系统开发商和现有可再生能源开发商均有资格参与投标。这些开发商可以在其购电协议下的可再生能源项目附近建设直流耦合电池储能系统。这些系统必须通过“直流到直流”充电方式,专门从附近太阳能设施进行充电,并将使用现有的电网疏散安排。
对于非附近建设的电池储能系统项目,MSEDCL将提供交流输入方式进行充电。
