越南能源部发布了《2021年至2030年度国家电力发展计划（七）》，该计划旨在改善本国的能源安全。越政府计划拨款1350亿美元，用于部署更多的发电机组和增加新的电网容量，包括将国内电网与邻国电网并网等项目。
越政府已经宣布，拟通过净计量计划创造条件，在全国至少一半的商业和住宅建筑中部署屋顶光伏系统，同时，越政府还表示，未来不会再发放上网电价补贴。
根据计划，预计到2030年，越南将成为能源出口国，出口电力规模约为5至10 GW。越政府预计，到2050年，国内可再生能源总量将占能源结构的70%以上。
越南主要通过上网电价补贴计划，支持小规模和公用事业规模光伏系统的安装部署，现已完成光伏装机容量超过18.4 GW。但是，自上期计划截止以来，政府一直没有推出拍卖计划。相反，越政府启动了一项试点计划，旨在促进双边电力购买协议（PPAs）并开放电力市场。
根据现行规定，国有能源企业越南电力公司（EVN）垄断了电力的传输、分配、批发和零售，是国内市场上唯一的电力买家。
《国家电力发展计划（七）》修订了太阳能发电目标，即到2045年，实现公用事业规模太阳能系统装机容量达13.6 GW，屋顶太阳能系统装机容量达3.4 GW。为了弥补太阳能发电量的缩减，该计划还包含扩大海上和陆上风能，以及从老挝进口电力等内容。
