招标将分四轮进行。第一轮提交项目提案的截止日期是2023年6月15日。第四轮也是最后一轮的申请截止日期定在2025年9月，但具体日期尚未确定。
在第二次招标中，突尼斯政府希望推动在加贝斯省Hecha和西迪布济德省Khobna建造两座100 MW的太阳能发电站。
感兴趣的开发商需要在5月18日之前提交提案。突尼斯政府没有透露任何其他相关详情。中标项目可能根据长期购电协议向突尼斯国有电网运营商Société tunisienne de l’électricité et du gaz（STEG）出售电力。
突尼斯正通过一系列70 MW的招标支持公用事业规模太阳能发电，且先前已在2019年12月最终确定了一项500 MW的太阳能招标。根据国际可再生能源机构（IRENA）的数据，截至2021年底该国的光伏发电累计装机容量仅为95 MW。
