非洲撒哈拉以南国家乌干达，计划进一步提升太阳能和可再生能源在国家能源结构中的份额。该国能源和矿产开发部及国有农村电气化局已经联合发出了意向书（Expressions of Interest）邀请，以支持其“分散式可再生能源发展计划”的设立。
这一计划旨在将太阳能带入乌干达的家庭和企业，它将包括两个主要举动：启动维多利亚湖岛屿电气化的离网总规划及设立太阳能净计量试点方案。
净计量方面，被选中的顾问公司必须确定在公共建筑上安装试点光伏屋顶系统的合适地点，并起草扩大净计量范围所需的章程、法规和标准。投标文件必须在2018年11月1日提交。
到目前为止，乌干达仅建造了一座由欧盟-非洲信托基金资助的10兆瓦太阳能发电厂，以及若干离网项目和微电网。此外，由美国政府牵头的“非洲电力Power Africa”行动在今年2月启动了“Power Africa乌干达电力供应加速器”项目，这项耗资1,100万美元的行动将助力乌干达政府实现其电气化目标。
乌干达拥有巨大的太阳能潜力，但目前可用电人口只有22%。政府正在努力将发电容量提高到1500兆瓦。其目前的总发电容量仅为947兆瓦。其中645兆瓦来自水电站、101.5兆瓦来自火力发电厂，剩余容量来自Power Africa行动。该国的农村电气化局估计，到目前为止，已有30,000多个太阳能光伏系统被安装在该国农村地区。
