俄罗斯政府已与该国组件制造及项目开发商Hevel公司签署了一项协议，将在Kalmykia地区建设并网及离网太阳能发电厂，合计总容量为75兆瓦。
Hevel表示，所有容量将在2022年前部署完毕。该公司将建设两个并网太阳能电站以弥补电网损失，并将建设若干个小型分布式发电设施，为一些给孤立的地区提供有效的电力供应。
Kalmykia位于俄罗斯的西南部，与达吉斯坦交界。它是俄罗斯阳光辐射强度最高的地区之一，但能源基础设施较差。
Hevel是俄罗斯工业集团ReNOVA集团和纳米科技供应商JSC RuSnNa的合资企业。近几个月来，Hevel一直在俄罗斯偏远地区拓展离网及并网光伏业务。在俄罗斯的大型可再生能源拍卖框架下，它还安装了数百兆瓦的光伏容量。
